Driving quality across complexity: how a defence JV improved delivery through managed testing

Tasked with delivering a complex transformation programme, our client needed a trusted partner to lead quality across multiple third parties. OUR CLIENT

Our client is a joint venture between two leading organisations, established to deliver key contracts on behalf of the Defence Infrastructure Organisation. It supports the UK Armed Forces by managing approximately 49,000 military homes and delivering essential infrastructure and housing services across the country.

THE CLIENT CHALLENGE

As part of a broader transformation, the client sought to implement a new online asset management system and enable mobile access for engineers. Key challenges included:

  • A lack of defined and consistent test strategy across system, integration, and data migration phases.

  • Siloed delivery across five third-party suppliers, with little collaboration or shared visibility.

  • Insufficient planning processes, leading to poor scheduling and inconsistent implementation.

  • A need for independent quality leadership to coordinate, define, and enforce test ownership across stakeholders.
